Between 20, the conference was held in Long Beach, California, United States. The first TED conferences from 1984 (TED1) through 2008 (TED2008) were held at the Monterey Conference Center in Monterey, California. The main TED conference is held annually in Vancouver, British Columbia, Canada, at the Vancouver Convention Centre. It has been curated by Chris Anderson, a British-American businessman, through the non-profit TED Foundation since July 2019 (originally by the non-profit Sapling Foundation). It has since broadened its perspective to include talks on many scientific, cultural, political, humanitarian, and academic topics. TED's early emphasis was on technology and design, consistent with its Silicon Valley origins. TED was conceived by Richard Saul Wurman, who co-founded it with Harry Marks in February 1984 as a conference.

I think that if I got only a partial scholarship from WMF to go to Wikimania, I could just withdraw, apply for a WMIT chapter one, and get a full one if I am lucky. It is known that there are multiple opportunities to get a scholarship to go there (this is even mentioned in the application process, IIRC). Now, this is different, in my understanding, from what is happening for big events like Wikimania. So, albeit this wasn't planned, obviously, what happened is that the process established by the committee was basically bypassed, and so were its results. Not only I wasn't aware that this could actually happen: actually, we hadn't even run out of chapter money, because we had received fewer requests for scholarships than we had planned for. Per the link above, after the results were published, though, organizers asked WMF if they could use WMF money for further scholarships, and WMF agreed.

Recipients were selected based on several criteria: among other things, it was possible for them to explain their level of involvement with the event (were they supposed to present something? moderate something? etc.). Then, a chapter committee established who would get the scholarship (chapter money). This event had received grant money from WMF. Based on my experience with itWikiCon, which I attended as a volunteer, without a scholarship, having served on WMIT's scholarship committee for the event: I think more clarity is needed when it comes to funds available for scholarships.
